BBS traditionally involved line-level employees, with support from the leadership. However, a more comprehensive view of BBS includes identifying, analyzing, and improving the critical safety-related behaviors of employees at all levels of the organization, from wageworkers to supervision and executive employees. BBS also considers a full range of factors that contribute to safe and at-risk behavior, including leadership, physical environment/conditions, systems, behaviors, employee engagement, and internal person factors.
