Title: The Pacific Use of Nuclear Technology and Non-proliferation
Abstract: The current crisis, born from the nuclear activities undertaken by Iran brings to light the difficulty in reconciling the right to the peaceful use of nuclear energy on the one hand, and non-proliferation on the other. Whereas Teheran asserts its (legitimate) right to a peaceful use, the international community expresses doubts as to the real purpose of its program, and the IAEA is unable to guarantee its exclusively non-violent character. Although Iran complies with the NPT in letter, it does not, however, comply with it in spirit, insofar as it undertook activities not declared before the IAEA and did not respect its own commitments when it stated that it would voluntarily apply the provisions of the additional protocol to the agency safeguards. This context, therefore, raises questions as to the interpretation of the provisions of the NPT.
