Abstract: The consultant can provide input for the development of political consensus for individual projects by providing technical support, accurate costs, realistic schedules, and experience from other communities - thus serving as a catalyst for the financial realization of development of public transportation projects. The successes of privatization should encourage continued attempts to develop a privatized transit system, while recognizing that mass transit is not a service in which user fees are sufficient to cover both operating and capital costs. For the privatization of mass transit to be successful, new requirements must be adapted to the particular project and local situation.
