Title: South East Europe Case-Study: Impact of Regulation on Gas Infrastructure Investments in the Regional Gas Market Integration
Abstract: The main issues relevant to the development of the regional gas market of Southeastern Europe and its future integration to the internal gas market of the EU are considered in this paper. Special attention is paid to the impact of regulation on gas infrastructure investments. The regulatory approach to facilitate new gas infrastructure projects of regional significance is outlined. Good regulatory practice, which includes fair recovery of investment capital, is accentuated. The current state of the national gas markets of SEE countries is described by reviewing the main characteristics of the national gas sectors in the region, as well as a mathematical background relevant to the openness of gas market. The state of gas infrastructure in the SEE Region is analyzed. The main existing gas infrastructure projects (pipeline routes for supplying the gas markets of SEE countries and construction of LNG regasification terminals and storage facilities), as a prerequisite for establishing an efficient single regional gas market, are considered.
