Title: THE ONE -WAY MOBILITY 1 OF NORTH- AFRICAN HIGHLY SKILLED TO NORDIC COUNTRIES: FACTS, CONSTRAINTS AND ASPIRATIONS
Abstract: ABSTRACT The rapid development of global economy, information technologies and their reliance, par excellence, on knowledge as a base in national growth in economy and society have instigated the race and competition between nations for the category of people that have a prominent role in fueling this growth in manifold domains: the highly skilled individuals. The subject of the mobility of these people has won large space of discussion, debate and research at disciplinary and multidisciplinary levels, macro and micro levels in late decades. This paper attempts to trace one aspect of the phenomenon at an inter-regional level, namely the emigration of highly educated originating from North Africa to the Nordic countries and their non-return to their countries of origin. It augurs interesting to look at some of the facts surrounding this kind of mobility and the different factors that influence their option for non-return to their countries of origin. The Nordic space does not represent a traditional immigration area for individuals coming from North Africa. This is one outcome of the internationalization of the highly skilled capital market and the implementation of flexible skilled migration policies, which have refashioned international migration processes. Empirically, we are interested in the highly qualified migrant’s personal drives and motivations which may incite them to opt for expatriation instead of their native country integration, and living in a different socio-cultural setting instead of a familiar national context.
