Abstract: Abstract : U.S. counterinsurgency (COIN) efforts in Afghanistan are shifting into Phase IV (Stability) of the operation plan phases for military actions.1 On June 22, 2011, President Barack Obama pointed to this transition and announced his way-forward in Afghanistan during a speech from the White House. He clearly articulated as U.S. goals are met, our mission will change from combat to support. Moreover, he pressed that Afghan security forces [will] move into the lead and by 2014, this process will be complete and the Afghan people will be responsible for their own security. Subsequently, Defense Secretary Leon Panetta promulgated the Presidents message in his January 2012 White Paper wherein he stated the U.S. will gradually transition security in Afghanistan, which he then clarified at the February 4, 2012 Munich Security Conference by adding the goal for the International Security Assistance Force [in 2013] is to move from the lead combat role to a support, advise, and assist role.
