Abstract: We live in times of economic, political and social crisis. This affects the income, consumption and living standards. For the EU member states, Bulgaria is country of poverty and social inequalities. We witnessed the protests and civil negation of the political model of government. Change is needed, to the fullest extent to ensure economic growth, higher incomes and raising the standard of living. This change requires a new economic policy of the government. The politics should become the economy. In a crisis related to the legalization of market relations, the state cannot be neutral. It can use its ability to regulate certain economic and social processes. The state has its mission in forming its policy. It is able to use regulators through which to achieve economy growth, to create more employment and increase the consumption. It is however necessary, to identify economic priorities to be supported and stimulated as strategic for its intended purpose. Of important issue for the economic policy is decentralization and ensuring the financial freedom of municipalities and regions. Through decentralization can successfully optimize and combine different sources of funding for state and municipal expenditures. The role of money has its own objective regularities. Opened remains however the question of monetary policy and must find its solution. An important role for the economic policy of the government occupies its relation with banks and financial institutions. However, the state is obliged to formulate in this area specified purposes. Credit and economic growth can be a cause and a consequence, a tool to influence and positive outcome. This requires to solve the problems associated with investment projects, guarantees and contradictions between different interest groups. Change is needed also in budgetary policy that can cover: • The unity and principles of the budget; • Goals; • Revenue System; • Expenses; • Balanced budget. Tax policy should have new goals and targets, besides to focus solely on the financial duress. This affects corporate taxes, income taxation of individuals, changes in indirect taxes and the tax system. Change in the economic policy of the government has one primary goal - modernization of Bulgaria and its presence in the European Union. It should have its role as a member state and not be an impersonal part comparing to the other Member States of the Union. Last but not least we assume that the philosophy of the manager has a significant part in the change in the economic policy of the government. These are some of the highlights in this scientific paper, through which we aim to conduct a creative discussion. At the same time we have no claims to completeness, originality, uniqueness and high scientific value of the promoted theses. We will be grateful for all the criticism and satisfied, if what we offer, found its even a minimal recognition.
