The article explores whether these approaches are strengthening or weakening development of a "rule of law" within Russia. Analysis focuses on federalism reforms, especially the laws and practice of the "power vertical," as well as how the presidential envoys, the Constitutional Court, and the Procuracy are enforcing the Constitution among federation subjects. Resistance to constitutional harmonization and legal standardization from above is also discussed.
