Abstract: The Florida Department of Environmental Regulation developed a regulatory program for the control of nonpoint sources. The Stormwater Rule established a performance standard for the treatment of stormwater which is based on two properties of stormwater: annual storm frequency distribution and the first flush of pollutants. The rule's basic objective is to achieve 80-95 percent removal of stormwater pollutants before discharge to receiving waters. Periodic program evaluation has led to rule revisions and proposed stormwater legislation to enhance the rule's effectiveness. Major problem areas have included assurances for long term operation and maintenance of stormwater systems, retrofitting of local government master systems and enhancement of BMP efficiency to achieve theoretical levels of pollutant removal.
