Abstract: This article aims to counterbalance the sometimes overly positive conception of international law as a good thing, and establish a more nuanced understanding of law for scholars and policy makers. In doing so, it takes for granted what much existing scholarship on international law seeks to prove or disprove: that law has become a powerful force which shapes state behaviour even in the use of force.
