Abstract: Is the European Union a “Global” International Actor? A Research Agenda
Has the European Union become an “International Relations actor”? The Union operates on the international scene through three types of external policies: the foreign and defense policy, the economic policy, and the cooperation policy between the Union and other States. Considering the interconnection of these international policies, can the Union be described as a singular “actor”? Besides a theoretical analysis focusing on four criteria (recognition, autonomous decision process, legal authority to act, and coherent management of external relations), the debate also relates to the effective international capacity of the EU, which may be approached in three ways. Thus, the notion of “global actor”, or of “global power”, tends to impose itself in international literature to reflect the international operational field of the European Union.
