Abstract: The organisation of welfare services and their mode of delivery were not sharply contested issues during the construction of the UK post-war welfare state. The key features of the new welfare services did reflect deeply held assumptions about the relations between government and citizen, and the management and organisation of society. Nevertheless, there were other priorities and more contentious issues. What received greatest attention throughout the 1945–79 period were the specific details of particular policy interventions and their outcomes, and the related questions of the basis of entitlement, differential access and the overall impact of provision.
