Abstract:The Congress declares that the encouragement and support of national progress and scholarship in the humanities and the arts is an appropriate matter of concern to the Federal Government. Therefore it...The Congress declares that the encouragement and support of national progress and scholarship in the humanities and the arts is an appropriate matter of concern to the Federal Government. Therefore it is desirable to establish a National Foundation on the Arts and the Humanities and to strengthen the responsibilities of the Office of Education with respect to education in the arts and the humanities. There is established a National Foundation on the Arts and the Humanities, which shall be composed of a National Endowment for the Arts, a National Endowment for the Humanities, and a Federal Council on the Arts and the Humanities. The National Council on the Arts, established by the National Arts and Cultural Development Act of 1964, and its functions are transferred from the Executive Office of the President to the National Endowment for the Arts. Administrative provisions for the Chairman of the National Endowment for the Arts and Chairman of the National Endowment for the Humanities are set forth. The sum of $500,000 is appropriated to the Commissioner of Education for the fiscal year ending June 30, 1966, and again for each of the two succeeding years for strengthening instruction in the humanities and arts. Such sums shall be used to enable the Commissioner of Education to arrange, through grants or contracts with institutions of higher education, for the operation by them within the United States of short term or regular session institutes for advanced study, including study in the use of new materials, to improve the qualification of individuals who are engaged in or preparing to engage in the teaching or supervising or training of teachers, of such subjects as will strengthen the teaching of the humanities and arts in elementary and secondary schools.Read More
