Title: The Characteristics and Lessons of Community Board in the New York City as the System of Citizen Participation on the Process of Urban Planning and Development
Abstract: 본 연구는 우리나라 도시계획 및 개발에 있어 주민참여의 한계를 극복하고자 주민참여에 기초한 근대적 도시계획제도의 운영경험이 축척된 미국 뉴욕시의 커뮤니티보드제도를 대상으로 그 제도의 특징 과 운영실태를 분석하여 우리나라의 주민참여제도 개선을 위한 시사점을 도출하고자 한다. 뉴욕시 커뮤 니티보드는 1951년 커뮤니티에 영향을 미칠 공적인 결정에 대해 주민들의 의견을 접수하는 공식적 기구 로서의 역할과, 예산집행 및 지방도시계획의 문제들에 관한 보로장(Borough President)에게 자문하는 역 할을 수행하기 위해 등장하여 1975년 개정 시헌장에 토지이용과 개발에 관한 책임과 의무를 감당하는 독립적인 기관으로 자리매김되어 핵심적인 주민참여 시스템으로 오늘에 이르고 있다. 뉴욕시 퀸즈의 커 뮤니티보드#7의 운영결과를 분석해본 결과 주민참여가 도시계획의 하나의 시스템으로 정착되었음을 확 인하였다. 현재 뉴욕시의 모든 도시계획 및 개발에 관한 잇슈들은 커뮤니티보드를 통해 주민의견이 수렴 되고 도시계획결정과정과 도시개발과정에 반영되므로서 분권화된 결정과정의 근간을 형성하고 있다는 점에서 우리나라의 주민참여 제도를 개선하는데 많은 시사점을 줄 수 있다. 주민참여, 도시개발과정, 커뮤니티보드, 뉴욕시 ABSTRACT:This study aims at finding lessons to overcome the limitations of the citizen participation system in Korea by analyzing the New York City's experiences of the Community Board, which has been established as one of the urban planning methods for citizen participation. The New York City Community Board was initially created in 1951 as an official place in which to hear citizens' opinions on public matters that would affect the community and to play an advisory role to the Borough President for local issues on urban planning or budget. Subsequently it was developed to an independent agency to take responsibility and duty on land use and development by the City Charter amended in 1975. Through observing the Queens Community Board #7 in New York City for a year, this study has confirmed that citizen participation is one of the basic, essential tools for urban planning process. Now it has been settled as the core tool for decision-making at an independent community level through which citizens' voices can be reflected in the decision-making process for all issues on urban planning or development. This study may help Korea improve its citizen participation system.
