Abstract: The book begins with biographical profiles of the two men most often associated with the founding of national arts councils in their countries: the economist John Maynard Keynes (1883–1946) in Great Britain and the diplomat Vincent Massey (1887–1967) in Canada. A third profile introduces the American heiress Dorothy Elmhirst (1887–1968, born Dorothy Payne Whitney) to arts policy history as a philanthropist who was involved in social reform movements in the United States and arts policy development in the United Kingdom. The profiles are not intended to be comprehensive, but to explore their motivations and interests in the arts and in public service and to provide necessary background to the chapters that follow. It concludes with a discussion of differences and similarities in their backgrounds and approaches to arts advocacy.
