Title: Critical factors for an ICT in education policy in developing countries
Abstract: Many developing countries are investing in information and communication technologies (ICT) for their educational systems, despite unrealistic high expectations of the educational potential of these technologies to radically transform education. However, many projects have achieved good results on a small scale, providing evidence that given the right conditions, ICT can play interesting roles inside a school and can act as a lever for change. We offer a brief review of some of those conditions, or "critical factors", which may guide policy makers in developing countries.
