It requires that transfers of personal data from EU member to non-EU member countries take place only if the latter provides an adequate level of protection for the data. The U.S. Department of Commerce and the European Commission have drafted a set of safe harbor privacy principles, under which U.S. organizations may continue to self-regulate their privacy policies.
