Title: Orientierung der deutschen Sicherheitspolitik: Auf Europa oder auf Amerika?
Abstract: Seit dem Ende des Ost-West-Konflikts und den Initiativen zur Aktivierung der europäischen Außen- und sicherheitspolitik nach dem Maastrichter Vertrag ist das Problem der Vereinbarkeit europäischer und atlantischer Orientierung für Deutschland konkret gestellt. Bis dahin gab es in der Realität weder eine Alternative, noch war ein deutsches Interesse an einer Wahl zwischen Washington und Brüssel oder Paris gegeben. Im Prinzip konnte die "Unabhängigkeit Europas" von Amerika wie von der Sowjetunion postuliert werden, wie dies General de Gaulle als französischer Präsident tat. Doch wo auch immer eine Priorität für europäische Sicherheitspolitik und Verteidigung vor der transatlantischen Bindung an Amerika gesucht wurde — eine Alternative zur Nordatlantischen Allianz und damit zur amerikanischen Führung in diesem Bündnis bestand tatsächlich nicht. Dies wurde auch im kurzen Prozess der Wiedervereinigung Deutschlands zwischen November 1989 und Oktober 1990 deutlich: Washington setzte diese Vereinigung im Rahmen des atlantischen Bündnisses einschließlich der vorherigen völkerrechtlichen Anerkennung der Oder-Neiße-Linie als Grenze zwischen Deutschland und Polen seitens der Bundesregierung durch und verhinderte einen lang hingezogenen internationalen Prozess der stufenweisen Vereinigung der beiden deutschen Staaten, den anfangs Bundeskanzler Kohl im Herbst 1989 in Aussicht genommen und den Paris und London wie Moskau bevorzugt hatten, wobei allen drei Regierungen vor allem an einer möglichst langen Verzögerung und an einer völkerrechtlich gesicherten internationalen Beschränkung der deutschen Souveränität lag.
