Abstract: Leading on from the discussion in Chapter 3, this chapter introduces the debate over IMF conditionality as it impinges on developing countries. The chapter focuses on the nature and impact of, and possible reforms to, 'high' conditionality. Questions relating to the appropriate blend between high and low conditionality and a more detailed assessment of key Fund facilities are held over until the next chapter.
