Title: New Thinking: The Western Debate on Strategy and Security
Abstract: Vigorous East—West and intra-Alliance debates have been raging throughout the 1980s and into the 1990s on the causes of global insecurity and the requirements of strategic stability. At the same time, and for diverse political and technical reasons, military and civilian officials in both NATO and the Warsaw Pact have spent a good deal of time and energy re-examining their military strategies and operational plans. In broad outline, these deliberations have concerned the mix of offensive and defensive capabilities in nuclear and conventional military postures that would best enhance strategic stability and support political objectives. These debates, which concern fundamental elements of strategic culture, are far from resolved on either side of the East-West divide. This chapter provides an overview of the recent Western debate over security policy and military strategy.
