Abstract: This chapter asks why so many Scottish Labour politicians have welcomed home rule or devolution for Scotland. To answer this question it takes a detailed look at the most dramatic year in Scottish Labour's history, 1974. It then inquires how Scottish Labour and national politics need each other. It concludes with an analysis of two points: representation at Westminster and financing public services in Scotland.
