Title: Eastern Europe in a Developmental Perspective
Abstract: More and more people now believe what some of us have suspected since the fall of the Berlin Wall, namely that free market methods cannot be applied to a non-free market economy; that the market economy is not a panacea for all ills; and that the real problems involved in both the adoption of a pluralistic democracy as a system of government, and of the free market as a system of economic management, are not behind us, but indeed still lie ahead. Although the transition from a centrally planned economy to a market economy appears, on the surface, to be essentially composed of practical problems of management, this is in fact not the case. We have no theoretical solutions. We have no economic model for the great changes now occurring.
