Title: Toward Conflict Resolution in Afghanistan: The Perspective of the Bordering Central Asian Republics
Abstract: The current stage of the United States (U.S.)/International Security and Assistance Force (ISAF) campaign in Afghanistan can be characterized as driven by the promotion of "localization," which at the same time implies "regionalization." This strategy is thus a twofold process. One, transfer all responsibility for stability, security and state-building to the Afghans. Two, engage neighboring countries more actively in the reconstruction of Afghanistan. Among these neighbors, the three Central Asian states — Uzbekistan, Tajikistan and Turkmenistan — on its northern border are important actors within this strategy.
