Title: Much Ado About Nothing? The European Neighbourhood Policy in Context
Abstract: The European Union's European Neighbourhood Policy (ENP) is intended to offer a deeper political and economic relationship between the EU and its neighbours, without an accession perspective.1 The ENP has been in existence since 2003. It was developed in the context of the prospective enlargement of the EU to include eight states in Central and Eastern Europe and two states in the Mediterranean. The 2004 enlargement to 25 states expanded the space occupied by the EU in the international relations of Europe, with membership now encompassing the majority of European nation states.
