Abstract: This chapter examines both the Labour government proposals for Freedom of Information legislation and the previous Conservative government’s open government initiative. Discussion of Citizen Charters and codes of practice may seem rather dated now that a Labour government, committed to freedom of information legislation, has been elected but experience with the Code has influenced the legislation and Charters remain in place in many public bodies. Before discussing the Labour plans for FOI it is important that we understand why a Conservative government became attracted to a form of public access and the problems associated with this experiment.
