Abstract: On 5 February 1991 the leaders of Mexico, the United States and Canada simultaneously announced that their governments would enter negotiations to form a trilateral free trade area. The proposed North American Free Trade Agreement (NAFTA) will encompass a population of 360 million people with a total product of more than $6 trillion. It aims toward unrestricted trade in goods and services among the three countries, but not a common external tariff or unrestricted labor mobility as in the European Community.
