Abstract: Since World War II many countries have emerged from under alien or tyrannical rule and have faced the problem of writing new constitutions for themselves. Usually there have been clear traditions to follow and strong political forces within each such country that have given the national leadership only limited scope for original thinking about what form government should take. Occasionally, however, a strong national leader may have had considerable leeway and possibly some motivation to try to draft a document that would lead to the best attainable rate of long-term economic growth and would preserve other values of greatest importance to the people.
