Abstract: Abstract ‘Public governance’ looks at the effects of the introduction of market practices into the public sector. How have changing views of bureaucracy contributed to the reform of the public sector? What has been the effect of contracting out management of prisons and care services? As belief in markets has increased, policy-makers have adopted market-based reforms in an attempt to downsize government and make it more efficient. Contracting-out has resulted in a proliferation of service providers, and state power is now dispersed amongst a variety of public, voluntary, and private organizations. The resulting ‘metagovernance’ is a new form of public management in which the role of the state is to govern other organizations.
