Abstract: On 15 October 1937, M. A. Jinnah delivered his presidential address to the Muslim League calling the Congress Party's High in Command as a 'Fascist Grand Council'. Professor R. Coupland in his classic The Constitutional Problem in India was of the view that Congress Ministries that lasted from 1937 to 1939 the Provincial Government and legislative were directly responsible to the 'high command' and only indirectly to the people, which to some extent weakened the power of responsible government. Unfortunately, the high commands control still continues. Without the high command's approval, no Congress Chief Minister can function. The article also examines the Congress constitution and asserts that while the Congress (I) Working Committee is the highest executive authority of the party, with the power to carry out the programmes and policies laid down by the Congress and by the All India Congress Committee, the Congress Parliamentary Party is an autonomous organization.
