Title: Russia, the CIS and the EU: Secondary Integration by Association?
Abstract: Cooperation among states and regional organizations can take on various forms. Governance modes vary from supranational to intergovernmental; material policies may include trade, common markets, the environment, and fundamental rights, from soft security issues to military, strategic politics and geopolitics. How does cooperation take place and why are regional organizations such as the European Union (EU) interested in associating with other regions or states? The following contribution tries to develop an answer by focusing on the EU's Ostpolitik.
