Title: TEA 21 PAVES THE WAY FOR FASTER ENVIRONMENTAL REVIEWS AND SINGLE-CONTRACTOR PROCUREMENTS
Abstract: The Transportation Equity Act for the 21st Century (TEA-21) establishes a new streamlined process for multiple-agency reviews of the environmental impacts of highway projects. The law also enables states to use a single contractor to prepare an environmental impact statement (EIS) and conduct the subsequent engineering and design work for highway projects involving public-private partnerships, as long as states review the EIS for objectivity. Other TEA-21 provisions aimed at expediting project delivery include simplifying planning factors that states and localities must consider in transportation planning, and eliminating separate major investment studies. The task now falls to the Department of Transportation to develop guidance and regulations for implementing the legislative intent of TEA-21.
