Title: Assessing the Costs Attributed to Project Delay During Project Pre-Construction Stages
Abstract: This project for the Texas Department of Transportation (TxDOT) developed a simple but sound methodology for estimating the cost of delaying most types of highway projects. Researchers considered the cost of delays during the pre-construction phases of project development: planning and scoping, preliminary engineering, final design, and letting. Researchers developed a simplified model that incorporates 16 user-controlled variables and produces estimates of the effect of project delay on personal and commercial travel and the cost to the general economy. While the methodology is simple, there is no rule of thumb because project delay costs depend on several variables, primarily location, traffic, construction costs, and travel speeds.
