Abstract: In order to account for the situations outlined in the previous chapter, it is necessary to understand more fully the nature of information systems. This chapter aims at developing a relatively straightforward theoretical perspective from which to view the information systems phenomena that appear in practical situations. We shall use this viewpoint to explain why information systems issues are inherently problematical. The perspective should assist IS managers in understanding the inherent opportunities and risks, but at no time does it recommend specific approaches. The appropriateness of an approach is largely dependent upon the unique environment, and thus generalizations are likely to be meaningless. Thus, rather than postulating rules, we shall merely suggest certain general principles that, suitably interpreted, should prove to be useful in practice. Ultimately, 'thinking managers' must not shirk their responsibilities by delegating decisions to rule-books implemented on mere machines.
