Abstract: Kosovo crisis is the first critical crisis since Amsterdam Treaty clarified the crisis management commitment of the EU, and a major turning point for the development of EU Common Foreign and Security Policy ( CFSP). It witnessed an unprecedented increase of consensus among EU member states, and a significant breakthrough in the development of crisis management institution. By examining the approaches, effectiveness and defections of Kosovo crisis management, this paper argues that successful crisis management in the future relies on the cooperation of EU member states, improvement of crisis management institutions and necessary military support for crisis management.
