Abstract: Traditional laws, which take power-controlling as its core, mainly stress the concept that administrative laws are laws that control the executive power. Modern laws, in line with the development of social political economy and culture, try to keep the executive organization in balance with the rights and duties of the opposite sides as its core concept. Modern laws, in essence, are the laws of balance. Balance is the optimal state and important means of our country's laws. Under the current situation China's laws should take power-control as the center means, and balance as the goal so as to realize the modernization of China's laws.
