Title: Local Government's Reputation and Its Efficiency in Carrying Out Decisions
Abstract: The government's credit or reputation stands as the core of the credit system in the whole society and determines the possibility in the improvement of governing efficiency. However, the credit of Chinese local governments is still being destroyed by their misbehaviors, e.g, the inconsistency and incoherence of their policies, their abuse of arbitrary judgment, the breaking of the legal or administrative regulations and the absence of necessary government involvement. In order to improve the credit of government, we need to open the administrative information, establish a hearing-based policy-making process, keep the consistence and coherence of policies, develop the government officials' sense of democracy, and follow the laws in the administrative process.
