Title: On the Stage Characteristics of Urban-Rural Relationship and Route Selection for Urban and Rural Coordinative Development
Abstract: Since the founding of New China,the urban-rural relationship in China has roughly experienced three stages: the first period is from the founding of New China to reform and opening-up,in which agriculture supported industry and the rural supported the urban;during the second period from reform and opening-up to the 16th National Congress of CPC,there were such characteristics as the interaction between workers and farmers and an increasing gap between urban and rural development;since the 16th National Congress of CPC,China has entered a new stage of promoting agriculture by industry and promoting rural areas by urban areas.At present stage,the urban-rural relationship presents such characteristics as weak agricultural foundation,which is still the weaker sector in the national economy;increasing gap of income between urban and rural residents;industrialization and urbanization being out of step with peasant-worker citizenship;allocation of public resources being not conductive to rural areas and other highlighting issues.The coordinated urban and rural development is the only way to achieve urban-rural integrated development.Therefore,this paper offers the following proposals: to push the institutional innovation to establish a system for urban-rural integrated development;to coordinate urban and rural planning as well as economic development to create complementary advantages;to accelerate urbanization process and to speed up famers' citizenship;to establish a unified public service system to promote equalized urban-rural public service.
