Abstract: Considering the current situation that China's many reefs in the South China Sea have been occupied and a lot of resources have also been plundered,in order to better safeguard our sea rights and lay a good foundation for the construction of China's maritime power, this paper analyzes the concept of effective administration as mentioned by the United Nations Convention on the Law of the Sea(UNCLOS),which is an important criterium of adjudicating the disputed territory. This paper gives the following suggestions;China should identify U-shaped line as the line of islands ownership and make Ocean Basic Law as well as other laws as soon as possible;the administrative body in Nansha Islands should be stronger and more effective;meanwhile, administrative activities should be richer and much more emphasis should be placed on specific activities.
