Title: Mehr Demokratie? Parlamentarisches Regieren in der Europäischen Union
Abstract: Zwischen dem Europäischen Parlament und den nationalen Parlamenten ergeben sich in den verschiedenen Phasen der EU-Entscheidungsprozesse Anknüpfungs- und Überschneidungspunkte. Diese können in einigen Fällen — je nach beanspruchter Rollendefinition der Parlamente — zu Konflikten führen, andererseits tragen sie dazu bei, die Legitimation der Union über ein dichtes Netz europäischer und nationalparlamentarischer Rückkopplungsstränge zu verstärken. Bedingung hierfür ist eine verbesserte, auf das Ziel der Sicherung europäischer Demokratie, Transparenz und Handlungsfähigkeit ausgerichtete Zusammenarbeit. In den EG-/EUVerträgen ist aber bisher kein schlüssiges Konzept des Verhältnisses der Parlamente im Integrationsprozess artikuliert (Bieber 1999: 56). Gleichwohl bemühen sich seit geraumer Zeit Abgeordnete auf beiden Handlungsebenen sowie Akteure aus Wissenschaft, Medien und Staatspraxis um eine dauerhafte und belastbare Strukturierung der wechselseitigen Beziehungen und ihrer Leistungskapazitäten im Integrationsprozess.
