Abstract: Administrative compensation is a part of state compensation system, and a sort of law system that administrative organization pay for the compensation when administrative organization and its functionary damaged law rights and interests of citizens, corporations and other organizations during exerting their functions and powers. Administrative compensation is different from civil compensation. One of the important principles of culpability for administrative compensation is illegal principle. State compensation in our country only has been limited to specific administrative act compensation. Our country has excluded ligislative compensation, public utilities and equipment from state compensation.
