Title: A Study on Industry Structure Optimization of Western China under Emission-Reduction
Abstract: Industrial development is one of the most important part of regional development,as regional industrial structure has been argued to be critical to regional productivity,economic development and energy consumption. Region Development Programis a very important development program of Macro-region approved by the State Council of PRC in 2000. Since then,Western China has achieved fast industrial development,but it is still lagged a lot in terms of industrial structure and economic development,compared to national average. To date,there have been a lot of studies trying to measure industrial structure of Western China and its optimization. But most of them are qualitative research,while quantitative research are very limited. It is against such a background that this paper will take a comprehensive examination on industrial structure evolution of Western China and its optimization path.First,based on literature review,we analyze the industrial structure evolution of Western China since 2000,based on measurement of location quotient index,influence coefficient and sensitivity coefficient. Second,by setting economic growth,employment,energy consumption and pollution control as objective functions,we build a multi-objective industrial structure optimization model,and try to find the industrial structure optimization path for Western China. Lastly,we try to provide some suggestions and advice. Our examination shows that,( 1) since 2000,there has been rapid industrial production growth and improvement in Western China,but this expansion exposes several inherent structural problems,e. g. high proportion of raw materials industry and low proportion of processing and modern manufacturing results in high pollution emissions and environment cost.( 2) Industry structure optimization should focus on both economic development and green development. Analysis results show that further industry development in Western China should consider low carbon and sustainable development,with supporting the development of energy industry,characteristic agriculture,mineral resources mining and processing,modern manufacture and high technology industry.( 3) In the further industrial development,Western China should enhance environmental monitoring and increase monitoring capacity,improve environmental governance and protection and promote ecological conservation to actively pursue green industrial development.
