Abstract: The issues concerning agriculture, farmers and countryside top the Party's economic agenda, with the increase of farmers' income being the critical issue. Both the appearance and solution of the difficulty in increasing farmers' income lie in politics, including the demarcation between rural and urban residency, overstaffed, inefficient rural governments, underdeveloped rural political culture, farmers' basic rights not fully guaranteed, and some leaders' unhealthy views on development and self-achievement. Innovative work must be done in these aspects to politically assure the increase of farmers' income.
