Abstract: In our country, the employment is in the period of double disequilibrium in total amount and structure and the labor' s quality is low. To fit this situation, flexible employment has been an effective way to solve this problem undoubtedly. In this paper, we try to analyze the performance and the policies and measure of the flexible employment in Tianjin, based on the discussion of the concept, reasons of the flexible employment and the questions existed at present in the developing of the flexibility employment. Through the analysis above, we also get the general conclusion to promote the flexible employment in our country finally.
