Title: CHEN Yun’s Thoughts and Practice on Comprehensive Balance ——Comments on two kinds of Balance
Abstract: There are two different views in Chinese economic constructions in the 1950s and 1960s of last century. One is on comprehensive balance, maintaining that yearly comprehensive balance is necessary, i.e. a moderate developing line from balance to balance. The other is on imbalance, insisting that socialist constructions should undergo from imbalance to balance, and then to imbalance. The two different balances focuse on whether balance is necessary in nature. It has resulted in totally contradictory effects. From the aspect of present market economy, the debate between balance and imbalance makes no difference. Historically speaking, however, the realistic economic constructions are the best measurement to evaluate the two kinds of balance.
