Abstract:Responding to some notable concepts and views in the on National Mid-and Long-Term Educational Reform and Development Planning(2010—2020)(the Guidelines hereinafter),this paper holds that although the...Responding to some notable concepts and views in the on National Mid-and Long-Term Educational Reform and Development Planning(2010—2020)(the Guidelines hereinafter),this paper holds that although the Guidelines highlight education,it is improper for the Guidelines to merely focus on resources for quality because the logical starting point of quality education is rights and educational equity, and the objective of quality education is that everybody enjoys his educational rights,and educational equity is ensured at all stages of the education,everybody becomes a responsible citizen,and the target population of quality education should be all that receive education,especially higher education;that the conventional concept of and its applications have not been kept in pace with the times,and the difficulty in promoting quality-oriented education is mainly due to the isolation of balanced development of from promotion of quality-oriented education.In view of the causes above,the author provides several suggestions as to how to revise the Guidelines.Read More
