Title: Central-Local Divergence in Low-income Housing Policy Approach—Decision Modeling Analysis Using the Analytic Network Process
Abstract: Low-income housing as a key social issue has received increasing attention from not only policy makers but also the public.As the economic and suitable housing policy(jingji shiyong zhufang zhengce) received much criticism,the policy debate became focus on searching for a more appropriate approach to promote low-income housing for transitional urban China.In this paper,the author applies the analytic network process,a multi-criteria decision making tool,and combines with cost-benefit analysis to explore the prioritization of various policy proposals from the perspective of policy decision makers,i.e.government officials. In particular,the author focuses on the extent and source of diverse interests and preferences between central and local governments when they evaluate different low-income housing policy models. Such analysis not only facilitates better understanding of Chinese housing policy making,but also provides the basis for further recommendations to mitigate such divergence between various levels of government so as to ensure better policy implementation at the local level,which is key to achieve desired policy outcomes.
