By inducing international advanced water-saving and stormwater management philosophy, The paper investigates water conservation and stormwater management incentive from the integrated management and market guidance aspects.Aiming at Shanghai's current problems, advices on the aspects of integrated management, market incentives and public awareness are given, which hopes to offer some reference for the future work of water-saving and stormwater management in Shanghai.
