Service industry is an important industry to absorb rural surplus labor force. The employment growth is closely related tothe evolution of regional industrial structure and urbanization. This paper takes the empirical analysis based on the data during the yearsfrom 1991 to 2010 as the sample. The result shows that the industrial output growth has an stimulating effect on employment growth tertia-ry industry in western region, which is greater than the growth of service output. Urbanization has a stimulating effect on the service em-ployment growth, but the influence is weak. Western region should develop labor-intensive industries, adjust service industries structureand actively and prudently control the urbanization cost in order to promote a steady rise in service employment.
