Title: On the Dilemma of Public Governance and the Rational Response to Public Laws
Abstract: Though as a popular model in public administration,public governance is not a panacea resulted from such dilemmas as governance failure,the hollowing out of government,the deficit of public administration,the complicated process of accountability,the obscuration of cost-benefit accounting,and the weakening of public's trust on the government.Public governance is not only a political term,but also an important jurisprudential category for its premise is ruling of law.It is the constant interaction among civil participation,consultation and cooperation in pursuit of equality,rights and dignity.Therefore,in resolving the dilemma of public governance,the jurisprudential strategies are essential,such as manifesting the public interest,establishing the concept of limited government,strengthening the core capacity of government,clarifying chains of liabilities,establishing a responsible government,intensifying the capacity for assuming responsibility by non-governmental organizations,introducing the cost-benefit accounting mechanism,improving the efficiency of public governance,reducing types of social rights regulated by the Constitution,and enhancing endeavors to protect people's livelihood by the Nation.
