Title: Rule of Law,Rights Protection and Social Political Stability
Abstract: It is necessary to maintain social political stability,which is justified by the present social situation of increasing difficulty in furthering reform and rising risks of stability.Social political stability is based on rights protection which is the essence of the former.Stability maintenance and rights protection are integrated and consistent in the rule of law,which requires first of all that the government should exercise the power according to law and governmental officials be guided by law in both thinking and action.That requires also that people's legal interest demands should be met properly,main systems especially those concerning people's direct interests should be improved,and the status of law should be strengthened as the final and most authoritative mechanism of dispute and conflict resolution.In addition,that requires that the bottom line of rule of law should not be broken regardless of safeguarding stability or claiming rights.Certainly,the governance of society with more social autonomy should follow the principle of rule of law.In brief,it means that the ruling party,the country and the administrative organ should be ruled of law with no exception and the law-based governance of the country,the government and the society should be promoted integrally
